you can't find solution without looking at the past and then changing thing. Policies are build by looking at historical data and coming up with solution, you can't escape that.

History have to be put in some context, not just overlook or you going to make worst mistakes.

I would go this far to say a lot of our problem is because we fail to record our history and document our success and failure and instead stick to oral shouting.
