Technical Study Group
When does a deflected shot become an own goal? At what point does a good pass become an assist? What are the objective facts that lead to the nomination of a "Man of the Match" at a FIFA World Cup™ match? Such questions are meat and drink to the TSG, or Technical Study Group, a prestigious phalanx of some of soccer's top technicians. Their mission: to dissect the most effective tactical plans and latest advances in the game in order to transmit them to the world.
Carlos Alberto Parreira, coach of the 1994 Brazilian FIFA World Cup winning side, Australian Frank Farina, Ghanaian Abedi Pele, Colombian Francisco Maturana, Romania coach Anghel Iordanescu, Jozef Venglos, coach of the Czech European champions of 1976, Lim Kim Chon, Alvin Corneal, Holger Osieck, Ivica Osim and Andy Roxburgh were all part of a star-studded panel of technicians who shared a common goal in Korea and Japan - to record the key facts of the 2002 FIFA World Cup.
Another Technical Study Group will be hard at work at the FIFA Women's World Cup 2003 China PR too, allocating prestigious "best player of the match", "best goalkeeper" and "best 11 of the tournament" awards.
FIFA's Technical Department is present at every FIFA tournament, including youth events, compiling a "Technical Report" which highlights the main conclusions to be drawn from the competition. This report is sent to all national associations and is available for consultation by football technicians the world over.
The TSG's role, then, is to analyse changes in the game and to communicate tactical developments to member associations, thus enabling technicians everywhere to improve their teams both technically and mentally, using the methods favoured by the very best in the world - Luis Felipe Scolari, Rudi Voeller or Senol Gunes for example.

Technical Committee by Michel Platini Chairman of the Technical Committee
The FIFA Technical Committee has a critically important role to play in the development of our sport. While it goes without saying that all FIFA committees perform essential work, what sets the Technical Committee and the Football Committee apart is their remit to examine changes to the game itself. President Joseph S. Blatter made his position very clear in September 2002 when he asked various members of the Executive Committee to undertake a study into the "Quality and protection of football", and the Technical Committee has also placed the monitoring of football standards around the world at the very top of its agenda. The quality of football tends to get forgotten amidst all other pressing concerns, but it is vitally important for us to realise our sport can only flourish if it is an entertaining and invigorating spectacle.
Our remit does not stop there though. The vast experience of our members, all of whom have won major honours as players and coaches, is put to good use in other areas too. The Technical Committee observes and analyses training methods before transmitting them to national associations, clubs and individuals around the world. By assessing the game from grassroots level right up to the FIFA World Cup™, each technician gauges the latest developments, enhances his knowledge, and passes on that savoir-faire for the greater good of the game.
The Technical Committee also works to improve football coaching around the world by sending qualified instructors to assist national associations and coaches in their own countries.
Many other areas also come under our consideration; from pitch quality to the co-ordinated international calendar by way of the Laws of the Game the Technical Commission is a force for change - for improved football standards everywhere.
Our meetings are always passionate affairs too, as we debate the very latest developments to the game and contemplate the way football is heading. After all, we have come from all the continents to share our love for the beautiful game - the beautiful game of football.
