    The Integrity Committee of the Confederation of North, Central American and Caribbean Association Football ("CONCACAF") AKA The Simmons Report

    The Integrity Committee was established by the Executive Committee of CONCACAF by resolution dated June 26, 2012, and was charged with conducting an investigation of certain matters related to the conduct of the former management of CONCACAF.

    The Integrity Committee presented its report to the Executive Committee of CONCACAF on April 18, 2013.

    “…More specifically, the Committee sought to determine whether Warner or Blazer: (i) committed fraud or misappropriated funds; (ii) violated U.S. federal income tax laws; (iii) breached their fiduciary duties to CONCACAF or CONCACAF Marketing & TV, Inc. (“CMTV”); (iv) violated the CONCACAF Statutes; or (v) violated the FIFA Code of Ethics (the “FIFA Ethics Code”).

    Just one question for any accountants here...

    Is there something I do not understand here? <---> Why would FIFA allow funds to CONCACAF to be secured by "Jack" personally? ...or is that language merely saying "Jack" was the (sole) signatory on the documents but he was, as fact, doing so for and on behalf of CONCACAF?

      You should write the fellow at Trinidad Guardian and ask him that question; send a copy to Sepp at FIFA. Karl, seriously, by now, do you really need to know the "official" answer to that question? The answer if you use their well publicized transgressions is clear to see...they are corrupt. Jack delivered the FIFA presidency to Blatter, when Blatter secured the WC for Qatar, he no longer needed Concacaf votes especially freezing out Bin Hammin from the vote. He eliminated his competition and Jack in one fell swoop; yesterday's alliance is today's war. Easy peasy to see.

          Paul I am wondering at the defense the following shall rely on ---
          FIFA Executive Committee, (...and how members of FIFA's Finance Committee, Audit and Compliance Committee and Legal Committee); Concacaf's similar committees - - a matter of these oversight committees role. Even more puzzling considering Warner and Blazer were at the same Executive Committee tables reporting on all the troubling matters.

          ...and the 'biggest honcho' of all presided over the FIFA Executive Committee. Just appears that all were in it...certainly all were in one way or another responsible for the problems.

          ...that of course includes the 'replacement appointees' at CONCACAF.

            Fifa's Chuck Blazer suspended over 'fraudulent' claims





            Fifa executive committee member Chuck Blazer has been suspended from football for 90 days after claims his conduct was "fraudulent".

            The former general secretary of Concacaf has been given a provisional ban pending full disciplinary proceedings.

            Blazer, 68, is alleged to have received more than $20m (£12.86m) from Concacaf.

            Investigators said the American had abused his power by enriching himself at the expense of his own organisation.

            He and former Fifa vice-president Jack Warner were described as "fraudulent in their management" last month in a report by the head of Fifa's integrity committee David Simmons.

            Warner, who resigned as Fifa vice-president in 2011, failed to disclose a $25.9m (£17m) centre of excellence was built on his land, Simmons said.

            Blazer is scheduled to stand down from the executive committee on 30 May.

            His provisional ban applies to "any kind of football-related activity at national and international level". Fifa said "various breaches of the FIFA code of ethics appear to have been committed by Chuck Blazer".

            The chairman of the adjudicatory chamber of the FIFA Ethics Committee, Hans-Joachim Eckert, has decided to provisionally ban FIFA Executive Committee member Chuck Blazer from taking part in any kind of football-related activity at national and international level for a maximum period of 90 days. The decision was taken following a request made by the acting deputy chairman of the investigatory chamber of the Ethics Committee, Robert Torres, based on the fact that various breaches of the FIFA Code of Ethics appear to have been committed by Chuck Blazer and that a decision on the main issue could not be taken early enough.

            The investigatory chamber of the Ethics Committee previously opened investigation proceedings against Chuck Blazer in response to the final report of the CONCACAF Integrity Committee (cf. www.concacafintegrityreport.com). The CONCACAF General Secretary, Enrique Sanz, asked FIFA to assume jurisdiction in “view of the serious alleged misconduct” and the implications for FIFA.

            The chairman of the investigatory chamber of the Ethics Committee, Michael J. Garcia, declined to participate in this investigation due to the fact that he holds the same nationality as Chuck Blazer (cf. art. 35 par. 2 c) of the FIFA Code of Ethics).

              What defense Karl? They have no defense! Don't you see they hired an independent consultant to recommend changes and the consultant quit because FIFA refused to implement any of the recommendations...recommendations that included true independent oversight mind you. KMT. These people are some seriously sick dogs that have hijacked the game for their own pocket-lining purposes. It is truly repugnant.

                Just a comment: The entire deck of cards shall crumple. Too many nations FA bodies are implicated.

                The charge for change has slowly gathered momentum. FIFA through its closed policy encouraged and instituted within all the Association Football bodies - save far as I know, Refereeing - has been able to 'beat back' outside demands for 'cleaning up'.

                The shield of secrecy instituted by FIFA wherein nations (and private individuals) cannot apply across the board local or international laws on football related activities e.g. Players and commercial entities cannot exercise rights to broad based selection of representation on and during contract negotiations with clubs save via FIFA controlled/stipulated Players Agents...will be ripped apart if there is nations' insistence on enforcement of laws and that is supported by a players' revolt. That enforcement of relevant laws would open the door to FIFA officials being called to book in various courts. There would be no more - "Jack's rulings".

                We were not surprised that he resigned from FIFA to avoid being investigated. We understood why he would rather die than face the investigator. He is like a man trying to hide in a packed football stadium, with him alone on the field, and the entire world looking on through television. He is always there in front the cameras, jabbering away, thinking he is fooling everybody. What a sorry sight.

                And it will get even worse. One British Member of Parliament has already called for Warner to be investigated saying that his resignation is not enough to exonerate him. We are firmly of that view and we expect that more such calls will come and rise to the inevitable international crescendo. The world is totally fed up of his ugly skullduggery.
