    NWA tells parliamentary committee about furniture worth $60 million

    Deputy chief executive officer of the National Works Agency (NWA), Earl Patterson, disclosed this afternoon that five containers on the premises of the NWA in Kingston contained office furniture worth $60 million.

    Patterson made the disclosure after being grilled by members of Parliaments Public Accounts Committee.

    The NWA executive said a team from the Office of the Contractor general visited the NWA’s offices yesterday and was provided with details about the acquisition of the furniture and the cost.

    According to Patterson, the furniture was acquired through the institutional strengthening component of the Palisadoes Shoreline Project.

    This is a similar arrangement to the more than $100 million spent to refurbish the NWA’s offices by the China Harbour Engineering Company.

        China Harbour granted 5 per cent increase in profit margin

        Permanent secretary in the Transport and Works Ministry, Dr. Alwin Hales, has revealed that China Harbour Engineering Company (CHEC) was granted a five per cent increase(of 400 million USD) in its profit margin without Cabinet approval.

        He made the revelation this morning when he appeared before Parliament’s Public Accounts Committee.

        Dr. Hales admitted that for the first four work orders CHEC was paid a 20 per cent margin which covered profit and overhead.

        But the Permanent secretary said the margin was further increased to 25 per cent after renegotiation between China Harbour and the National Works Agency.

        Chairman of the Public Accounts Committee, Dr. Peter Phillips and other members of the Committee said the matter was of great concern to the Jamaican people.

        Dr. Phillips questioned how an increase was negotiated without the approval of cabinet or the Parliament.
