KINGSTON, Jamaica — Finance Minister Audley Shaw sought to justify the Government’s move to withdraw $11.5 billion from the National Housing Trust (NHT) for budgetary support in light of his Administration coming out strongly against a similar move by the then People's National Party government in 2013.
