I guess David Rowe never got to see that former JLP member living in St. Mary whose house was searched. She was definitely light-skinned.
But then again why should he expect any different given that the majority of people on the island do not have anything close to light skin? Why then should one expect that a disproportionate amount of the searches would occur in the residences of a minority? -
