..the CEO is out of town, even though he is still in this universe which has phone, fax, and e-mail communications; and eventhough he is supposed to have policies, plans and staff left in control, chaos errupts and things fall apart?

That is not supposed to happen in this day and age, except for Force Majeure, industrial actions, or a widespread epidemic.

..of funding groups like the JFF. It is one thing for inducements to be given and for the government to fund community sports activities for broad cross-sections of the society. But revenue earners like the JFF should not be relying on significant funding from the government.

There should be a bill tabled in Parliament to the effect that considering the vast competing priorities of the government, and considering the desperate financial situation of the country, all entities, be they governmental or private, as long as they receive funding from the government, they should be required to demonstrate to the government in a public forum, with presentations and documents, that they are performing business legally, fairly, with standard business practices, they perform comprehensive planning, proritize all planned activities and expenditures, constantly adjust their plans and make them known publicly at regular intervals,and commission internal and external audits of themselves in addition to government audits at regular intervals. Failure to do so should result in a series of graduated, civil and criminal sanctions.

Also, the stadium is owned by the government. The very large international sporting activity for which the stadium is being rehabbed/repaired/upgraded, was planned significantly in advance. As such, there should have been no surprise to the JFF or to anyone else. I ask again, was the JFF scheduling any activities of such magnitude that could not have been accommodated at Arnett, Harbour View or Jarrett Park? Did they have any contingency plans for those events? Do they ever have contingency plans for any events?
