There's a poem I'm sure most of us did in school that started out " We have neither summer, nor winter Autumn or Spring. we have instead days when the sun shines brightly .... " (Might not have it verbatim.)
Same applies for our football.
We have neither Infrastructure nor Money Abundance of Administrators or Coaches We have instead Talent that needs to be harnessed. Heart as a people that pushes us to succeed. Once guided properly.
Now based on this theory/fact we need to put our sentments aside when looking for a TD .
We cannot ask people who are aged of ill health and who have no idea what or how to deal with our lack of facilities & personnell to come in & reap the same sort of success that they normally obtain in other areas. Jamaica is not one of the many wealthy clubs ,blessed & developed footballing countries out there.
We need a TD & his staff of his choosing who is willing to go into the trenches & fight with those so called experts who know nothing & have nothing to contribute. Someone who will not second guess himself because things start going wrong. Someone who is sufficently hungry & self motivated to see through his tenure. Someone who is willing to fight the establishment, press & people who have been spoiled by early success.
This person must also be able to on his name attract the attention of the outside world, make them curious enough to want to journey here or offer us games & assistance .
We will never attract a Santana, Cryuff, Tigana, Guillit etc. Those are gentlemen at two ends of the scale. Two have seen the best & the worst of world football & would not feasibly want to start at the bottom end again, their age & health would not allow it. Two are starting out their careers have tasted success and would know that the task here would require TIME if the job is to be done properly both I'm certain are looking towards coaching their country of birth. Is this a job that would catapult them to this position or a blot on their resume.
I have to agree with Jawge a bit that i would like to see us not lose our Brazillian links . However I'm not averse to us having a French or Dutch coaching staff. I pick those two countries for the simple reason that the have clearly defined infrastructure that we could mirror & benefit from. Their style of play especially the French we can adopt to . The Dutch way would be tricky as it involves THINKING and a great deal of it. A coach from Holland would have more to do than most & probably be the most frustrated of the lot.
Most think we cannot do the Brazillian way but I don't. The fact is that we would need a Brazillian who would understand that there is a defensive end of the game and that is where the problem lies. Rene & Lazaroni are probably ahead of their time in this aspect. Maybe just maybe there is another such soul out there. Rene was especially ahead of his time for us as he was willing to do every aspect of the job. Egos would have to take a backseat for whichever TD we get from whichever nation because whether we want to beleive it or not WE STILL HAVE A LOT TO LEARN.
Government support is critical as well because tax breaks etc have to be apart of the pacakages that we offer. Also the support must be there for our infrastrucure to be errected. I can see the problem already because Schools, Hospitals & Roads are already ahead on the plan. However I'm certain some sort of loan/Grant can be negotiated but everyone must be on the same page because the JFF will in all likelyhood be asked to be a part of the payment plan.
Bottom line a whole lot of thought is going to have to go into the selection of our new TD (and he must be a TD not a head coach) but sentiments cannot be a part of the decision making process.

So it all boils down to the ability of the JFF to select the 'right' individual and provide that individual with the needed support in funds, personel and the assistance in opening doors. Can the present crop of leaders do this? How should we build on the current infrastructure?
I'll answer the first question by looking to Simoes' '94 to '98 sojourn. Yes! Simoes was with us after '98, however, I am deliberate in choosing the '94 to '98 period. During that period the JFF - a) chose Simoes, b) mobilised the country, in fact, mobilised Jamaicans everywhere to throw passionate fervor behind the Reggae Boyz, c) provided needed funding, d) provided necessary assembly of players, e) found quality opposition.
Therefore the present JFF leaders, the same set of individuals who were the JFF Bosses in '94/'98, should be able to take us to the World Cup again. Perhaps, the path our current campaign has taken may cause a 'wake-up' of our slumbering leaders.
The second question can be divided into two parts. A) Is getting back to the WC Finals all we seek. No! Is the clear simple answer. B) The aim is to build "perpetual renewal" of the sum of the parts that will ensure a great football tradition and the attendant "Great Football Industry".
It is abundantly clear to all and sundry that both the physical and administrative infrastucture - administrative infrastructure both inside and external to the JFF i.e. from the 'cradle to the senior team' when discussing players needs, and the other support areas e.g. Managers of Clubs, schools and other educational institutions, sports medicine, trainers, coaches, marketing experts, development of fields, stadia, a professional league, etc needs development. The JFF has in that area been an abject failure. The current leaders need to have an appreciation of their strengths and seek personel outside of their 'closed society' to add the expertise and wherewithal that is obviously lacking. I will merely state that the operational structure of the JFF needs radical overhaul.
The Congress must institute changes that will strip the Executive of powers that encourage novices to attempt work that is clearly the province of experts. The Executive must be an oversight and concept creating entity. That should be its main function. The areas of marketing, public relations, development of an integrated player development program, training of coaches, etc. must be done by hired entities. The Executive must be the first line for review and approval of feasiblity studies, projects and programs. This does not necessarily mean that there should be great levels of expertise among members of the executive. Rather it means a willingness on the members part to allow commonsense to dictate which person and or entity to assign or hire for specific tasks...that will move the advancement of the Football Industry along. It means an acceptance of "one's" limits. No egos! The Football Industry first!
