    Venezuelan President Hugo Chavez is hosting a summit of a new regional bloc that brings together 33 nations of Latin America and the Caribbean.
    The general aim of the group, which does not include the US or Canada, is to foster regional ties.
    Mr Chavez has described the bloc as a counter to US influence in the region.
    The two-day summit is Mr Chavez's first big international event since he was treated for cancer and forced to postpone the original meeting in July.
    The summit in the Venezuelan capital, Caracas, will be the inaugural gathering of the Community of Latin American and Caribbean States, known by its Spanish initials, Celac.
    It will be a further addition to regional groupings that include the Organisation of American States (OAS), Unasur, Mercosur, Alba and the Caribbean Community (Caricom).
    Unlike the long-established OAS, Celac does not include the US or Canada.
    And unlike the OAS, it will include Cuba, which in 2009 rejected an invitation to rejoin the Washington-based body after a long exclusion.
    Power play
    Mr Chavez has described the summit, with some rhetorical flourish, as "the most important political event to have happened in our America in 100 years".
    For the Venezuelan president, Celac forms part of his dream of realising Latin American unity and also creating a counterweight to Washington.

    The US and Canada were deliberately excluded from this summit, but Cuban President Raul Castro has been welcomed with open arms.
    The heads of state of 32 countries in the region have come to Caracas for the inauguration of the new organisation.
    Only President Humala has stayed away, amid continuing protests over mining in Peru.
    While US exclusion from the meeting is clearly a snub to Washington, the Venezuelan government says the new organisation will foster regional ties and look at ways of insulating the region from economic problems in the US and Europe.

    But for other regional leaders, the aims are less grand though no less important, correspondents say.
    These include examining the region's response to the global financial crisis, promoting economic development and discussing joint efforts to tackle drug-trafficking.
    And Celac's birth does not herald the demise of the OAS, analysts say.
    "[The OAS] has clearly defined purposes and principles to guide it. Its procedures are in place. And it has a budget - most of which comes from the US and Canada," Peter Hakim, president emeritus of the Inter-American Dialogue think tank, told the AFP news agency.
    The inaugural summit was due six months ago but was postponed because Mr Chavez was recovering from surgery to remove a cancerous growth.
    The talks on Friday and Saturday will be watched for indications of Mr Chavez's current health.
    The Venezuelan president has said he is completely recovered after four rounds of chemotherapy.
    He is expected to run in next October's presidential election for another six-year term.

    Prime Minister Kamla Persad-Bissessar said yesterday that the challenges facing Latin America include finance, health and gender and “we have to fight to overcome them. “There is a great diversity of culture among us, but we can achieve greater strength,” she added. She was speaking at her arrival at the Simon Bolivar International Airport, Venezuela, to attend the summit establishing the Community of Latin American and Caribbean (CELAC) in Caracas.

    After being received by Venezuelan Vice President Elias Jaua, Persad-Bissessar said creation of CELAC was about forging geo-political institutional development for our countries. She added: "We belong to the southern hemisphere and we always have looked to the north. It is time to really look south to south and the great heritage we share. “There is great diversity in culture between us but we can achieve greater force to be establishing this unity between our peoples." A total of 33 countries are participating in the inauguration.

      This is essentially the fight over the Community of Latin American and Caribbean States (CELAC) today in Caracas. Venezuelan President Hugo Chávez wants to focus discussion on the organization as an "anti-imperialist" unit, one without the US and Canada, and one that is an alternative to the OAS. As I wrote earlier this year, the fact the CELAC meeting was postponed due to Mr. Chávez's health crisis already shows a lack of seriousness in this debate. Another group of countries, led by Brazil, have a more substantive agenda for CELAC that includes responses to the global financial crisis and a democracy clause for the new organization. The winner of this style vs. substance debate will determine whether CELAC has a hope of becoming an effective organization in the future. I'm pessimistic.

      What analysts should be watching is the Union of South American Nations (UNASUR) meeting happening concurrently in Caracas. The media aren't focused because UNASUR isn't arguing over who is a member or how they're better than the OAS or US. Instead, UNASUR has an substantive agenda of its own and has been implementing it all year under the leadership of Maria Emma Mejia. Just in the past month, UNASUR has announced plans for a regional infrastructure development plan including new fiberoptic connections, a potential regional space agency, a new counter-drug agency and various other programs that are all happening under the radar. The meeting today will define their plan of action for 2012.

      UNASUR has turned themselves into a viable alternative regional organization not by rhetorically bashing the perceived flaws of the OAS and US, but by putting their head down and providing budget and personnel to move forward with regional integration initiatives. UNASUR has turned into a "non-US" organization, as opposed to an "anti-US" organization which is what Chávez wants it and CELAC to be. It turns out that the best way to set up an organization outside of US influence is to simply do it, not talk about it.

      The biggest challenge for UNASUR in the next year will be maintaining the substance over style as Ali Rodriguez of Venezuela takes over the leadership of the organization. However, with other South American countries now seeing some real results and potential out of UNASUR, it may be that they work hard to prevent the organization's non-US agenda from being hijacked by the rhetorical flourishes of anti-imperialism.

          PM to attend Latin American and Caribbean Summit (CALC) in Venezuela Dec 2-3


          Prime Minister Andrew Holness left the island this morning (Dec 2) to attend the two-day Latin American and Caribbean Summit on Integration and Development (CALC) in Caracas, Venezuela from December 2 - 3.

          The meeting will also be immediately followed by the Petrocaribe summit on December 3. Accompanying PM Holness are Deputy Prime Minister and Minister of Foreign Affairs and Foreign Trade, Dr Ken Baugh and Minister of Mining and Energy, Clive Mullings.

          Among the issues to be addressed by the regional heads are security, food sovereignty, human rights, democracy, sustaining the natural environment and energy issues.

          The meeting will also allow the heads to address issues around advancing the full activation of the regional group - Community of Latin American and Caribbean States (CELAC) which is being formed from the merger of CALC and the Rio Group.

          Jamaica recognises the important role that CELAC will play in strengthening the voice of the region in the global sphere and represents CARICOM on the steering committees of both the CALC and Rio Group. Jamaica has been playing a leading role in the integration and development process having hosted the ministerial meetings of the CALC and Rio group in Montego Bay in November 2009.

          The Minister of Labour and Social Security, Pearnel Charles will be responsible for the government until Mr. Holness returns to the island.
