    Why is Desmond Mckenzie addressing government bussiness?

    Is he a part o the government now? And since when and in what capacity?

    I have heard him on RJR news since mid day addressing the cutting of the Local Government Ministry and wondered why he was the one and not Bruce Golding the Prime Minister?
