Would the count summary be afixed on the outside of each box...but, even if that were the case the Director of Elections would have known that mistakes - including recording counts and assigning totals to the wrong candidate - can be and have been made...so he knew he could never ever be absolutely confident on who the winner would have been to the extent of making a public announcement as to likely winner...
