        with all respect westman, i respect your expertise as a city engineer and would not make any claim to any knowledge of civil elecrtical engineering, hence my recollection of an equally accomplished electirical engineer...

        however, i can agree with you that underground power distribution should be considered in certain places... the qualifier you mentioned 'after a decent grid is put in place' says it all...

        i am not of the negative whereas i immediately conclude that the powers (no pun) of the national electricity haven't given careful thought about the feasibility of deploying underground power distribution and rid the country of these overhead lines... or they are so myopic that they would continue with the overhead lines despite its real or percieved strategic ineffeciencies...

        like i said, i am no expert in this field... however, without the benefit of all the relevant data to implement such an arrangement imho, its not fair to categorically call into question the decisions of the leadership of the jpsco - thats all...

          westman, in fairness i did not do justice to my friend when i stated, 'in his opinion above ground is better suited for a country with jamaica's terrain and low budget...'

          that was only an abreviated version due to my time limitation... he went on about the poor drainage infrastructure, the initial investment for a new underground network, new underground tranformers, switching apparatus, associated disruption costs, etc., in addition to the increased cost to businesses and the residents... when all those factors are actualized, the picture looks a whole lot different...
