    Well-known attorney-at-law and Head of the Farquarson Institute Frank Phipps is expressing concern that regulations governing the State of the Public Emergency have not yet been made public.


    Mr. Phipps told the RJR News Centre Tuesday that more than 24 hours after the State of Emergency was declared the regulations setting out the parameters are still not known.

    Mr. Phipps says he assumes the regulations were drafted beforehand, but he insists that the public needs to be aware of exactly what they are.

    RJR News tried to get a copy of the regulations, but when we contacted Kings House we were told that there was no one there to make a copy of the document for us.

    In the meantime, investigations carried out by our news team indicate that the Government's proclamation of a State of Emergency has yet not been gazetted.

    RJR News checked with the Jamaica Information Service and the Governor General's Office and were referred to the Jamaica Printing Service.

    When we requested a copy of the gazetted document, we were told that the Governor General has dispatched the document, and it is in the hands of the printers.

    However, the workers are unable to prepare the document due to the unavailability of electricity.

    Declaring that they grasp the urgency of the matter, a member of the Jamaica Printing Service said the printers are hoping that it will be completed by Wednesday.
