Most here and in general have a very expansive definition with many rights assumed.

Siccko and others are postulating a more restricted definition.

Most, if not all, farrin Jakans are planning to return before or after retirement and want to ensure that there is something decent to return to.

That is why the vote is interesting and desireable.
