Naive , getting loan from a forgein country that wants it on their terms ? sounds like a bank to me, you play them against each other.
As for the splendid comment, Africa isnt going anywhere, if anything it should teach us to bind our belly and be more independent, instead of rushing into gut wrenching loans from either party.
