Some partial truths.
Jamaica's healthcare system is real shabby yet we want to have Health Tourism for vositors.
Cuba's healthcare system is nothing to boast about beyond Primay Care and Preventive Medicine. Advanced medicine needs more than that. Their physicians are mostly mediocre based on my own observation of them especially the surgical and pathological fields. Way overrated, and based on emotions rather than results.
The reason why they get so much ratings is due to the fact that they are willing to go to places where the healthcare systems are worse than theirs, mostly in Africa and the Caribbean. Anything is better than nothing.

Jamaica healthcare system is Shabby but preparation for this thing is more than just the healthcare system itself. As the article state it also have to do with effective leadership and making that decision by leaders and healthcare leadership, It is about working with organization such as PAHO and people taking precaution, also good communication at all level. A good example of this is not to cancel Mari Gras and you see what happen to that state and also Florida not closing their beaches and taking it serious.
