This is why all Air and Seaports need to be run by an autonomous PORT agency with authority approved by act of Parliament! NMIA should be the ones in control of their vicinity which should extend from Pt Royal to Harbour view. City of Kgn should not have such approval powers on the exclusive buffer Zone of International airports.
