How do you fix jouvert?

The Mayor is not willing to cancel jouvert and risk loosing the massive increase in sales tax plus income for small businesses. Here are a few things that need to be done.

1) Change the start time to 9am on Sunday.
2) High frequency stop and frisks all day Saturday to Monday.
3) Line one side of the street with cops, not just at the street corners.
4) Arrest for ganja and alcohol Saturday to Monday.

The crazy thing is, why should a "street party" have to be so heavily policed??

we used to have the same problem at caribana.. it became more commercial or i should say corporate and for some reason the last few years as been peaceful. I have a theory that when people thing they can get away with something they will.. When they think everyone will be outrage and give them up they behave different.
