He said it is felt by some ministries, agencies and departments of government that the Office of the Public Defender (OPD) really has no teeth, and that they therefore face no threat of penalty for brushing off its requests.

In some cases it takes months before we get a response. Responses are usually delayed, sometimes in my view, it’s almost as if we are treated with contempt by some entities to which we write,” he explained
