Government has a role. Not to run it but to facilitate e.g. The TEF can and should help with the sponsorship of international sporting events, the JTB likewise but also play a role in arranging for concessionary rates for teams and supporters for international events, various ministries to assist with importing materials and expertise to put in infrastructure and so on and so on.
The city's industry was not separate and apart from the ministry of agriculture which provided the framework for the sale of oranges

No it did not. Farmers are patient persons it was not ONE CROP you ass! It was several crops over several years with careful planning and management of that income for the specific purpose LONG IN ADVANCE of it being needed. TWIT!
