Teacher beds 2 students. Who should be charged?

The first student only complained because the teacher started giving it the 2nd student. The 2nd student said that he went on the hike expecting to have sex with the teacher...Sounds like the 2nd student should also be charged!

That is part of the problem....If the 2nd student had joined the teacher in a bank robbery or murder then both would be charged...
