Seems this pc style programme would have been helpful if used on the police department,there is no way red flags would not have been raised given the officer in question had 18 civilian complaints filed against him,all of which went nowhere.
In fact,the data I came across reveal that 90 percent of the civilian cimplaints filed in a particular year were to no avail.One has to look at the remaining 10 percent,those likely include complaints filed by white civilians,and complaints filed against black officers.The data collected the following year showed that officers were exonerated at a 99 percentage rate.
Maybe this dip(30 percent)in complaints reflects frustration by the complainants that surely feel shafted.
