Funds do play a role but in this specific case I think it is more an issue of interest and understanding the value of STEM extra-curricular activities. These are not expensive programs to get started, but people on the ground have to want it to happen. Its the evangelism that is lacking.

It is a low skill, low value add & very high FX leakage industry which if it continues to be our "leading sector"...we are doomed to persistent poverty
