  • Brazil's colour bind

Ms. de Araújo and Mr. dos Praseres keep the photos from their 2005 wedding in a red velvet album on the lone shelf in their living room. The glossy pictures show family members of a dozen different skin colours, arm in arm, faces crinkled in stiff grins for the posed portraits. There are albums with similar pictures in living rooms all over this country: A full one-third of marriages in Brazil are interracial, said to be the highest rate in the world. (In Canada, despite hugely diverse cities such as Vancouver and Toronto, the rate is under five per cent.) That statistic is the most obvious evidence of how race and colour in Brazil are lived differently than they are in other parts of the world.

But a range of colours cannot disguise a fundamental truth, says Ms. de Araújo: There is a hierarchy, and white is at the top.

Meanwhile the division of power and wealth that locked itself into place at the time of slavery’s abolition was never addressed. Brazil’s freed slaves were “free,” as well, of the fundamental things needed to forge material equality: assets, education and access to capital. There was no land reform to break up the giant plantations and give the former slaves a way to support themselves. In Rio, former slaves were denied the right to live in the city proper, and so scrabbled for rough housing on the surrounding hills – this is the bleak origin of the favelas, or slums, that today are integral to the city’s postcard identity.
This is not unlike the creation of American ghettos in the inner city, whether or not Orlando Patterson and his dinner guests believe it is so!

      Where is the .....

Arguably the most important factors predicting the profile of homicide victims are ethnicity, sex, age and education. In Brazil, as in other parts of the world, the most likely victim of murder is a young, unemployed black male who has yet to complete primary education. Although just half of Brazilians self-identify themselves as black, they nevertheless account for almost 70 percent of all violent deaths.

Since 2000, the proportional killing of young black males has risen while simultaneously decreasing among their white counterparts. To put this in numerical terms, a black adolescent is 2.8 times more likely to be murdered in Brazil than a white teenager. And in northern states like Paraiba, the ratio increases to a terrifying 18:1.

        Diss yuh want ?

Those people who have been tortured and killed by the police in contemporary Brazil are
predominantly Afro-Brazilian men who live in lower class neighborhoods (SEJUP, 1997).
According to Benedito Domingos Mariano, police ombudsman for the city of São Paulo ,
“during the time of the dictatorship the middle class opposed torture because their children were
the victims. Today nobody pays attention to it because it takes place on the poorer peripheries of
the cities” (SEJUP, 1997). As in all societies to varying degrees, race and class issues in Brazil
form the lens through which extra legal police and citizen violence should be viewed. Cultural
beliefs about race and class inevitably effect developing beliefs about the human rights of poor
        18
minority criminals. The way that people talk about crime and criminals is frequently “marked by
prejudices and stereotypes” (Caldeira, 2000, pg. 35). Relative to citizens living in lower class
neighborhoods, Brazilians from middle and upper social classes are less aware of the extent of
the use of torture and extrajudicial killings by the police because they insulate themselves
through security measures. However, even when middle and upper class people are made aware
of unambiguous cases of police violence, they can easily appeal to pre-existing stereotypes about
the poor or blacks or poor black criminals to justify their beliefs that violent police action is just.
Similar justifications can be used by people from lower classes. Although they are more aware
of the use of torture and extrajudicial killings because they are more often confronted with this
reality, the poor create social distance by making a distinction between themselves as lawabiding
citizens and the criminals as undeserving law-breakers. Salient group identity becomes
“law-abiders” versus “law-breakers” instead of members of a common race or class (Caldeira,
        2000; N. Cardia, personal communication, August 9, 2000).

There is also a sort of alchemy, Prof. Ribeiro explains, by which people with a mixed racial heritage who succeed in business or politics, such as billionaire media magnate Roberto Marinho, come to be viewed as white. Even in the two fields in which black Brazilians succeed at the highest levels – sports and music – that alchemy can work its dark magic. Soccer phenom Neymar da Silva Santos Jr., who presented as black when he first began to attract attention on the pitch, has, with his ascendancy, become in the popular perception, if not white, certainly not black.
