      Without having looked into the details and history of debt forgiveness, it would appear that places like Ghana screw it up fi di res a wi... but TBH, I really don't know.

      Ten years ago I think the IMF extended full debt relief, and things looked nice after that. Today their public debt is again at 73% of GDP.
