sports is co-curricular where PE is concerned, you get a grade. it is EXTRA-CURRICULAR where manning cup/champs/sunlight cup is concerned! and that is where your reasoning loses traction.
Developing the whole child is true and so they have PE classes, but what is fallacious is that in a school setting, inter-school sports is considered to be on the SAME footing as academics. it is not! in fact there are intra school athletic activities as well (sports day/form(house) competitions etc)
so karl, your argument should be along the lines of why manning cup etc should not be considered as extra-curricular but rather co-curricular because as an extra-curricular activity "athlete transfers" impinges upon the curricular activities which are the CORE tenets of an education.

The only proviso I would offer is this:
There are many abuses in "transfers" which MUST BE ADDRESSED... There is overwhelming anecdotal indications of these abuses...but I agree the matter should be studied...data generated...and policy fixes should be predicated on the releant data
Anecdotes are important...but it's often foolish to connect policy to personal experiences

If we follow such thought process that “climate for development of fullest potential” is the goal, then there is nothing unreasonable about parents and their child seeking a school with such a climate. For parents or guardians and the child it is more than mere reasonable position to seek ‘best climate’ or environs conducive to developing the child to fullest potential, it is a position that is morally sound.
The transfer of a youth also comes with the hosting of the child in a stable household. They are given emotional & family support, which often was not available under prior circumstances.

It obviously would need some persuading to convince you of the importance to the education process these tools are.
However, let me try another method: Close you eyes and consider your school devoid of those subjects (or similar ones) and their associated activities?
Yes?! Dull dreary place where focus would lapse...discipline of study lowered, poorer academic results, increased behavioral problems...even showing of depression by many. Yup! ...greater failure rates on developing of students to age appropriate potential!!!
