Does Jamaica like Tourists?

I find Immigration and Customs in Montego Bay to be much more friendler than in Kingston, I can't figure it out as those personnel are much older in Kingston.

Immigration used to be Police, so were gruff. Puzzling now that PICA is civil service that they are not friendlier and more refines.
