SANTA CRUZ, St Elizabeth -- A succession of floods and hurricanes gradually undermined and eventually destroyed this box culvert and section of road in Big Woods, south west St Elizabeth, several years ago.
For years, residents were forced to connect with outside communities using an informal "bypass road" through private land.
