Tell me about it , got stopped in my car on one block ,drove around another block and got stopped again,i got stopped 3 times in one day, DWB- driving while black, so i asked why am i being stopped , you fit the description , i said three times? if i objected in anyway voiceferously, i would have been criminalized.

"It therefore is useless and pointless, unless it is for share malice and victimisation to arrest and charge a 92-year-old man for such a simple offence. There is nothing morally wrong with this man smoking a spliff; the only thing wrong is that it is still on the law books," said Chevannes.

.Blacks and to a certain extent other minorities were 'made criminals' by their prosecution for 'crimes' that whites were not!
This is undoubtably true. The crime stats based on race are terribly skewed because of the way black communities are policied vs whites. Would it account for all of the difference, particularly with regard to violent crimes ? I don't know but I think that is unlikely simply because of all the other disadvantages that come with residing in an urban low income neighborhood.

The black neighborhoods took a battering...so those committing crimes in those areas became 'smarter criminals'. Yes, less reported criminal activity was the result! More criminals were 'getting away with 'it'!
Not logical. We are also talking about a sharp reduction in VIOLENT crimes here Karl. How exactly do you become a smarter rapist or murderer? Are you saying less of those crimes were reported? That just is not so. The reduction in crime was REAL, not just in NYC but across the US.

I seem to remember reading at the time that crime went down in most large cities in the US. A renown sociologist pointed out that it had less to do with policing and more to do with the demographic changes at the time ie the aging of the population. The problem with the Guilani period is the NYPD got the not so subtle message that they could literally get away with murder and they did.

          Very revealing remark... Freudian even

HL.... It took balls of steel to get rid of the entrenched mob. Rudy's crime-fighting method against the mob was just as vicious as it was against Blacks.
