Questions are being raised whether there was a plan to conceal a plot to kill incarcerated dancehall artiste Vybz Kartel.
Attention has turned to the Jamaica Constabulary Force and the Department of Correctional Services.
RJR News has obtained documents which detailed the murder plot.
On Friday, RJR News reported that prison authorities had transferred an inmate from the Horizon Adult Remand Centre, after linking him to a plot to kill Kartel.
Senior investigators denied there was a plot.
Senior officers at the Department of Correctional also refused to provide information on the incident.
RJR News has obtained an official report on the incident, dated January 16, and sent to Deputy Commissioner Custodial Services Joyce Stone.
It was revealed that while the inmate was being transferred to another maximum facility, he requested two bottles of lotion.
A correctional officer became suspicious and cut the bottles which were found to contain two ratchet knives, a small quantity of ganja and a grabber.
It was later discovered that a casual worker employed to Horizon had picked up the bottles from a location in downtown Kingston.
The report states that further investigations revealed that one of the ratchet knives was to kill Vybz Kartel.
The Denham Town Police were called and the inmate was charged with possession of an offensive weapon and ganja.
The casual worker was interviewed and confessed that the inmate requested that she pick up the bottles.
The bottles reportedly contained a poisonous substance which can penetrate the skin.
Kartel is serving life imprisonment for the murder of Clive 'Lizard' Williams.
