Xi proposed a well-acclaimed "1+3+6" cooperative framework in the hope to boost two-way trade to $500 billion in 10 years.
Xi said Sino-Latin American cooperation, under the prescription of the Chinese-Latin American and Caribbean Cooperation Plan (2015-2019), should be driven by "three engines" of trade, investment and finance, and focus on six major areas: energy and resources, infrastructure, agriculture, manufacturing, scientific and technological innovation, and information technologies.

Absolutely.

The ridiculous Cuba policy has held back US diplomacy in LATAM for decades. It's much worse now with rise of left wing/progressive govts in Venezuela, Bolivia, Ecuador, Nicaragua, Brazil, Argentina & Uruguay... the US is stymied politically in what it facetiously call its "backyard"

That has left a huge vacuum which China has started to fill with big infrastructure & energy investments... The US is unable to respond to this aggressive Chinese investment push. Its govt is broke & its private investors prefer playing short term paper games on Wall St rather than funding infrastructure that actually helps nations develop

If (BIG IF) the Chinese build the Nicaragua canal...that will shift the geopolitics in the region. China will have virtual control of Nicaragua's economy and access to seaports on the Pacific & Caribbean coasts of that country...and the ability to further dominate regional trade. Obviously they will have a military component to the canal... to protect their investment and project influence in the region.

That should put the Goat Islands infrastructure platform in geopolitical perspective... it's designed to support planned Chiney investments in the region while some superficially just call it a "transshipment port".

The Chiney play should be pretty obvious by now even to the blind. JA better start planning to add the Yuan to it's FX reserves

That said you are right about the Cuba policy,it is now working against them where Mex,Col and panama have rejected it because of what they see as economically and politically backward policy.South America will be left. Richly ! Thanks to China, America wants a piece of that pie.Acknowleding Cuba is the first step.
