I would hazard a guess that the article was supposedly using "exaggeration" as its satirical device... as I said I didn't find it exaggerated enough, for me it seemed quite plausible; had the cop pulled the baby off her breast and then began himself to suckle and then said: "That'll teach you to expose your tits in public" then I would have clued in...
