"It therefore is useless and pointless, unless it is for share malice and victimisation to arrest and charge a 92-year-old man for such a simple offence. There is nothing morally wrong with this man smoking a spliff; the only thing wrong is that it is still on the law books," said Chevannes.

Exorbitant steps are being taken by the police so they appear to be doing something and to influence the path of the investigation.I say this because of the speed in which arrests were made, and the foregone conclusion made(dereliction entiles the gentleman died at the hands of fellow prisoners).
This new commissioner could very well be about image control after the fact.

New Police Guidelines For Minor Offences Following Mario Deane's Death

        Published: Tuesday August 12, 2014 | 6:19 pm0 Comments
The National Security Minister, Peter Bunting has issued new guidelines which could prevent people caught with small amounts of ganja and who commit other minor offences from being detained in police lock up.

Instead they may now be granted station bail on their own surety.

Bunting issued the guidelines just hours after receiving an opinion from the Attorney General, Patrick Atkinson.

Police kill unharmed Jamaicans all the time without provocation. This case was beyond egregious and in the public spotlight, hence a somewhat fast response from the system.

Probe into Deane’s death continues despite the charging of two by the police -- INDECOM boss

            Tuesday, August 12, 2014*

TRELAWNY, Jamaica -- Head of the Independent Commission of Investigations (INDECOM) Terrence Williams has made it clear that the charging of two people for the controversial death of 31-year-old Mario Deane, has not inspired his agency to close their investigation into the matter.

"The charge by the police does not end the enquiry, that is just the start," Williams declared Tuesday night..

"The enquiry must go beyond those who struck the blow, to those who were responsible for his custody."

At least someone was listening and took notes from back in the day when I lectured tirelessly on this forum about human rights.

That freaking stigmaremains the problem. How can you be willing to erase the related criminal records(retroactively too)and it is still an offence?

And what about the dozens of other youths killed by police? This is merely public appeasement.

"Hello Jamaica. I'm Robert Hill AKA Kentucky Kid. I really don't know what is going on but all I know, police are covering up for each other and they're trying to kill me," Hill explained in a video message.
