Even when Obamacare is in full swing in 2018, with 25 million people projected to obtain insurance through the exchanges and 55 million via Medicaid, there will still be 30 million Americans uninsured, according to the Congressional Budget Office. Many of these folks will be undocumented immigrants or low-income residents of states that did not expand Medicaid.

Now how was it arrived at that in 2018 there shall still be 30 million Americans uninsured?
Assumptions that:
i) 'x' number of States shall still be denying expansion of Medicare? How so the numbers?
ii) projected %age of population increase shall not come on board?
iii) projected numbers of undocumented immigrants inflows joining projected numbers currently already in the US (numbers on %age unable to 'regularize' status)?
iv) other assumptions...?????
