    Former contractor general wants tougher measures

    CONSULTANT AND former Contractor General Greg Christie has proposed some tough measures to hit at the heart of corruption in Jamaica and other countries in the region.

    Christie yesterday recommended the implementation of a national and regional system for certification, decertification, debarment and cross-debarment of government contractors who engage in fraudulent practices or who consistently fail to perform their contracts to required standards.



    He commented that decisive and courageous leadership "to do what is right" was lacking in Jamaica as opposed to "what is politically expedient".

    'Jail them!' - Christie wants mandatory sentences for corruption

    THE IMPOSITION of minimum or mandatory custodial sentence and economic-based penalties for all corrupt offences are among a raft of measures that are being proposed to wage war against entrenched corrupt practices in Jamaica.

    Jamaica's former contractor general and attorney, now turned consultant, Greg Christie, also wants term bans from office and forfeiture of pensions in the case of public officers who are found guilty of corruption

    Christie is also taking aim at the private sector, calling for tough criminal sanctions to be levied against entities which bribe public officials. He wants the private sector in Jamaica and across the Caribbean to develop, implement, and enforce company-wide anti-bribery compliance programmes. Other proposals include the establishment of a corruption court to adjudicate all corruption-related offences or in the alternative, give priority to corruption cases in the prevailing courts system.

      CHRISTIE… time to employ remedial counter-measures in corruption battle

      GEORGE TOWN, Grand Cayman — Jamaica's former contractor general Greg Christie has put forward a 21-point plan which he believes Caribbean governments could use to kick corruption in the groin.

      Christie, who was speaking at a Cayman Islands University College-organised conference on corruption, called 'A Conference on Ethics, Values, Trust and Morality', in this British dependency Friday, said that the time had come for those Caribbean governments that are serious about tackling corruption to employ "remedial counter-measures that can be pursued".

      Calling his proposal the 21 high level lessons learnt-based anti-corruption strategies, Christie told an attentive audience of university students, professionals and visitors from several countries that it is important for Caribbean jurisdictions, including Jamaica, that are perceived as corrupt, to start changing gears now.

        Tension between DPP and OCG


        Llewellyn also handled the case of the alleged involvement of late former junior transport minister Joseph Hibbert in the Mabey and Johnson bribery. She ruled that there was not sufficient evidence available for charges to be made against Hibbert, who had consistently maintained that he was innocent of the charges.

        But she also ruled that there was "sufficient compelling material" for the police to further investigate allegations of corruption on the part of Hibbert, who was named as one of a dozen politicians and officials allegedly bribed by the British firm for favours around the world. He was said to have collected £100,000 over an eight-year period for favours, including a contract valued at £14 million.

        Then there was the local case of Richard Azan, another junior works minister, whom the OCG accused of "political corruption" when he facilitated, without going through the Clarendon Parish Council, the building of shops in the Spalding market to take vendors off the streets and out of the sun. Llewellyn did not find anything on which to

        prosecute Azan.

          GEORGE TOWN, Grand Cayman — Contractor General Dirk Harrison is warning governments of the Caribbean, and in particular Jamaica, that failure to effectively squeeze corruption will lead to their ultimate demise.

          Speaking at a lunch plenary entitled, 'A Corruption-free Government for Jamaica: A How-to-Manual from the Contractor General's Office, with Implications for the Region', organised and hosted by the University College of the Cayman Islands in this British territory last Friday, Harrison said that levels of corruption in Jamaica and the wider Caribbean had reached frightening proportions and the possibility existed that countries could experience a bursting at the seams, if they do not act decisively against it.

              GOLDING... among senators to sit on the committee

              THE Upper House on Friday named the slate of senators from that chamber who will be part of the Joint Select Committee of Parliament to consider the newly tabled legislation to establish a single anti-corruption agency.

              The authority will have as its focus the promotion and strengthening of measures for the prevention, detection, investigation and prosecution of acts of corruption in government. The new Integrity Commission Act will repeal the The Parliament (Integrity of Members) Act when passed into law.
