    Rick Perry urges move toward marijuana decriminalization

    Texas Gov. Rick Perry (R) on Thursday voiced support for softening penalties for marijuana use, and touted his work moving in the direction of decriminalization.
    "After 40 years of the war on drugs, I can’t change what happened in the past. What I can do as the governor of the second largest state in the nation is to implement policies that start us toward a decriminalization and keeps people from going to prison and destroying their lives, and that’s what we’ve done over the last decade," Perry said, according to the Austin American-Statesman.
    Perry made the remarks at the World Economic Forum in Davos, Switzerland. While he does not favor legalization, he has supported alternate rehab and drug court programs, his spokeswoman noted.
    "Gov. Perry has long supported diversionary and rehabilitative programs, like the drug courts we have in Texas that have proven results," said Perry spokeswoman Lucy Nashed in a statement to Post Politics.
    Perry also said "states should be allowed" to decide whether to legalize marijuana.

          Marijuana had a good week in America.

          In a huge shift in federal policy, Attorney General Eric Holder announced yesterday that state-sanctioned marijuana businesses will have access to banking services, something that’s been crippling medical and recreational retailers for years. Up until now, you could own a pot business in a state where it was legal to do so, but no financial institution would touch you for fear of prosecution, which meant a lot of cash in a lot of mattresses.

          A few days before that, President Obama told The New Yorker that he doesn’t think weed is “more dangerous than alcohol.” There were about 16,993 other words in that profile, but that’s the bit that made headlines.

          And, in a move entirely shocking to anybody who knows who they are, both Texas Governor Rick Perry and Louisiana Governor Bobby Jindal gave atypical answers when asked for their thoughts on the state of marijuana legalization. Perry said he supports decriminalization, while Jindal said he could accept medical marijuana if it’s tightly controlled. Remember, these are the Republican governors of very red states. Meanwhile, in also-red Georgia, a GOP lawmaker who claims he’s never smoked marijuana before is going to introduce a bill to legalize cannabidiol oil for medicinal purposes. He says his impetus was a visit to a 4-year-old girl with a seizure disorder who could benefit from such treatment.

          I had the pleasure of breaking the news about Perry and Jindal to Allen St. Pierre, the executive director of the National Organization for the Reform of Marijuana Laws, over the phone yesterday evening. NORML is the nation’s oldest pro-marijuana reform group. St. Pierre hadn’t heard about their comments yet because he’d been on the phone with other reporters all afternoon; it’s a busy time for marijuana reform, and he’s a busy man.

          “They’re clearly responding to public sentiment,” he says. “Eighty-five percent of the public want medical marijuana. If you are a politician not listening to 85 percent of the public, you are a schmuck.”

          Even though stringently conservative Republican governors dipping their toes in bong water is big news, it doesn’t necessarily mean legislative reform will be coming to Louisiana or Texas anytime soon. So what states are actually the most likely to join the ranks of Washington and Colorado this year?

            Democrats are pushing a statewide referendum on medical marijuana that supporters of the Republican Governor, Rick Scott, say threatens to tilt the race against him. Republicans have filed a legal challenge to keep it off the ballot.

            Democrats and marijuana activists across the US are monitoring Florida’s quest to become the first state in the South to legalise some marijuana use, to see if the issue has a spillover effect that could offer a blueprint for the 2016 federal elections.

            “It’s an issue that the Democrats can use to pump up the youth vote,” said Alex Patton, a Republican political consultant and pollster based in Gainesville, Florida. “The politics of it are dangerous for the GOP.”

            In previous elections, Republicans benefited from social issues being on the ballot. During President George W. Bush’s 2004 re-election campaign, 11 states voted on gay marriage bans. Karl Rove, Mr Bush’s top strategist, denied engineering the ballot drives but acknowledged the importance of social issues in fuelling Republican turnout.

            The architect of Florida’s medical marijuana initiative, the Orlando trial lawyer John Morgan, employs Charlie Crist, 57, the leading Democratic candidate for Florida governor, and serves as an adviser. No Democrat has won a governor’s race in Florida since 1994. Mr Crist held the office for four years, ending in 2011, as a Republican. He later switched parties.

            Activists hoping to put the question of legalising medical marijuana before voters have collected about a million signatures, according to Ben Pollara, campaign manager for People United for Medical Marijuana and a Democratic strategist.

            The group led by Mr Morgan, created to support the Florida initiative, needs to have about 683,000 signatures verified by election supervisors by 1 February to qualify. As of yesterday afternoon 414,075 signatures had been verified by the state. Mr Pollara said he was confident the group would meet the requirement.

            Mr Morgan, 57, insists his roles in the governor’s race and the medical marijuana proposal are unrelated. He said he had not advised Mr Crist – a former state governor, attorney general, education commissioner and senator from St Petersburg who also supports medical marijuana use – to campaign on the issue.

            Mr Morgan likened his financial backing of the ballot initiative to philanthropic causes he had supported in the past. Both his father, who died of cancer, and his brother, a quadriplegic, used marijuana for pain management.

            “I’ve seen it work. I know it works,” said Mr Morgan, who hired Mr Crist to work at his Morgan & Morgan law firm after the former Republican governor lost a 2010 US Senate race to Marco Rubio. In that contest Mr Crist ran as an independent.

            Mr Morgan’s law firm could benefit from having Mr Crist in the governor’s office, with veto power over legislation unfavourable to trial lawyers. Republicans and business groups have moved to crack down on trial lawyers in recent years.

            Republicans say Mr Morgan is trying to manipulate voter turnout in the November election to favour Mr Crist in a state with a history of close contests. Mr Obama carried Florida in 2012 by less than 1 per cent of the vote, and Mr Scott, the incumbent governor, won in 2010 by 61,500 votes out of 5.3 million cast.

            “It’s a pretty transparent ploy,” said Rick Wilson, a Republican strategist who once worked for Mr Crist but now supports Mr Scott.

            Mr Patton, the pollster, called the marijuana initiative “extremely well calculated” and said it could be a “game changer” for the 2014 election, offsetting the advantage Florida Republicans typically have in years with no presidential race. Republicans in Florida and elsewhere have performed best in such years, as Democratic-leaning young voters and minorities have stayed home.

            Democrats also see the marijuana initiative as a potential magnet for votes in November, according to Jeff Clemens, a Democrat state senator who has previously tried unsuccessfully to pass medical marijuana legislation.

            “It’s clear Democrats are very supportive and Republicans are split down the middle on this, but independents are overwhelmingly in support of medical marijuana,” he said.

                It looks like New York now has its very own underground marijuana supper club. Sinsemil.la, as the club is called, offers a high-end tasting menu of dishes infused with various weed varietals, each purportedly selected to "specifically to balance the flavors of each dish and for their psychoactive properties throughout the flow of the dinner." Items off the nine-course spring tasting menu on the website include confit chicken wings with Mango Kush croutons and bacon, and ribeye with Maui Waui baked potatoes. But the website emphasizes: "Sinsemil.la isn't about getting high — it is about haute cuisine."

                        It been costing them $$$ for a long time and they didn't care so I don't think that is the reason. Also most of the unfairly long sentences are for crack cocaine not weed.

                        This change in my view is simply due to the fact that they see which way the wind is blowing and soon being against weed legalization will be like being against birth control or gays in the military, an unwinnable position unless you are running in a ultra-conservative enclave.

                        Politicians change their public viewpoint as society changes or they become irrelevant just like the rest of us.
