Audley Shaw - defeated in the JLP leadership contest
There's uncertainty concerning the composition of the new shadow cabinet, following the leadership election in the opposition Jamaica Labour Party (JLP) on Sunday.
Audley Shaw and Edmund Bartlett, two of the members named by Opposition Leader Andrew Holness to the new shadow cabinet on Tuesday have apparently not yet accepted the appointment.
According to Mr. Shaw, who unsucessfully challenged Mr. Holness for leadership of the party, he cannot accept his reappointment as Shadow Finance Minister until two outstanding matters are addressed. These, he explained in a letter to Mr. Holness were the Opposition Leader's "expressed desire for ALL Senators to resign and the outstanding issue of the challenged legitimacy of the nomination of two Deputy Leaders. "
Elaborating, Shaw said: "It is clear to me that the reason for your desire to have the resignations of the Senators, is to allow for the exclusion of Dr. Christopher Tufton and others who did not support you in the recent election."
In relation to Dr. Tufton, he said Holness had asked him to furnish evidence of a Tara Courier receipt which conveyed the nomination forms for himself and Tufton from Area Council 4. "These forms were subsequently delivered to the General Secretary, Dr Horace Chang by Mr. Ian Murray and formally confirms that Dr Tufton was the sole person nominated for Deputy Leader at the Area Council meeting in Savanna-la-Mar, Westmoreland on September 29" Shaw said.
Continuing, Mr. Shaw affirmed his belief that "these issues are being used to pursue a non-unifying path, especially against Dr Tufton, which I find totally unacceptable."
Accordingly, he said "I cannot accept assignment as Shadow Minister until the two identified issues are resolved."
Despite Shaw and Bartlett not confrming their acceptance of their appointment, the JLP issued a release, announcing the appointment of a 14 member shadow cabinet.
The shadow cabinet, as released, reads:

3) Derrick Smith - National Security
4) Dr. Horace Chang - Transport, Water & Infrastructure Development

6) Dr. Kenneth Bauth - Health
7) Pearnel Charles - Labour, Social Security & Public Service
8) Olivia "Babsy" Grange - Information, Youth, Culture, Sprots & Gender Affairs
9) Shahine Robinson - Tourism & Cruise Shipping
10) J.C. Hutchinson - Agriculture & Fisheries
11) Edmund Bartlett - Foreign Affairs & Foreign Trade
12) Desmond McKenzie - Local Government, Rural & Urban Development
13) Andrew wheatley - Science ICT, Digital Society Development & the Environment
14) Alexander Williams - Justice/ Justice System Reform
From the former shadow cabinet, there are six omissions: Christopher Tufton, Gregory Mair, Marissa Dalrymple Philibert, Daryl Vaz and Delroy Chuck, all of whom had declared support for Audley Shaw, and Arthur Williams, who had not declared a preference for either candidate.
