I stand corrected Bricktop..I didn't read that EWI's bid did not get reviewed by Mott Mcdonald. If this is the case, there is no way they should be included on the basis that their proposal didn't go through the same review process. What we have here is a last minute bid not reviewed by an independent party.
I do maintain that the best course of action is to reopen and let firms resubmit since all failed the 75% criteria. I know Jamaica has been waiting for a long time on a solution but since the county has waited so long, it makes sense to get something that has a good chance of success.Comment

We can sugarcoat it but it is not a legal bid in the OCG mind.

Illegal as in a bid. Not in reference to any thing else. The bid couldn't stand up on legal grounds according to the OCG. Illegal according to the guidelines and the procurement process.
According to the OCG, OUR did not act in good faith or according to the regulations set. Mi done talk.
