The international firm came back and said none of the firms qualified for the financial backing. They all failed.
The OCG said the now winner is an illegal bid.
Go and do the reading on these two firms and tell me what have they accomplished in the field??? If I was making the rules for bidding in Jamaica I would give Jamaican firm at least a 5% advantage as often done with firms owned by minority and government for certain US contracts, so I empathize with any Jamaican bid.
The fact is OUR open themselves up for some big fat lawsuits by not sticking to strick guidelines. They will even have more trouble if they release their format for choosing.
When you doing these things you want to be transparent and have ground rules that is fair to all.
