I don't know that Jamaica is the only country in play... a savvy, well monied investor will definitely have a couple backup options.

The problem for Jamaica is that China Harbour is probably looking for a location with:

1. A very large protected harbour ... so they don't have to build sea defences

2. Deep water proximity .. to minimize expensive, time-sucking dredging

3. 3000+ flat, greenfield acres immediately landside the port operations for the initial industrial development & planned expansion

4. Easy connection to adequate utilities ... this is also a big time-suck to build

5. Highway & rail access

6. Air access ... Vernamfield

7. Easy commute or easily available housing for thousands of skilled workers


Jamaica's south coast doesn't have many, if any more locations than the Old Harbour area that can offer that mix
