What you all fail to understand is that the evidence required to stand up in a court of law is of a higher standard that the findings of the OCG. You dimwits need to recognize it is a matter of governance, even Azan acknowledged he erred ... but hey ... the law is not a shackle for you folks.

So who among us thought that Azan acted 100% appropriately in the entire affair?
What reasons did Azan give for doing it?
Did the contractor intend to make a profit or only recover his cost?
Did Azan secretary ever turned over any of the payments to the contractor?
The same type of thinking that created a problem cannot be used to solve the problem.

Did Azan secretary ever turned over any of the payments to the contractor? - I would assume so since the contractor said he was turning over all the money collected to the Parish Council.
By the way, what law did Azan break? Just a question since I'm not sure if he circumvent a process/policy or a law.
Is it a law that if there is a contract to build these shops they need to get approval by the PArish Council....Please note tha law and government policies are diferent
From my understanding, he breached procedures and not a law so please correct me if I'm wrong.

so if i buy a stolen car for 10$ and sell it for 10$ with no intention to make a profit its Ok? Come on dont be naive he did not get charge as the dp feels as if no good would come of it. It does not mean he did nothing wrong.
