Yes.. recovery from Economic Malpractice by Manley in the 70's was not an easy task..

However by 1990 our debt to GDP was 90% and the country was growing at average 5% per year since mid 80's and ahead of Trinidad in Manufacturing output poised to expand into other territories...

Then.. 'Black Man Time'.. and the rest is history...

Jamaica was the leader in Caricom in Manufacturing in 1990 and had recovered from the Economic wreck of the 70's under Manley..

If you empty the coffers and reduce GDP by 25% you best believe debt will be required for recovery.. especially during Global shocks..

Seaga's achievement was great compared to that of Manley in the 70's and 'Black Man Time' since..
