Nicholson In Brazil For Trade Talks

The Minister of Foreign Affairs and Foreign Trade Senator A.J. Nicholson is now in Brazil to hold bilateral talks with his counterpart there as well as to explore trade and investments opportunities between both countries.

Nicholson is also scheduled to officially open the Jamaican Embassy in Brasilia during his week-long working visit.

In a statement today, the ministry of foreign affairs and foreign trade said the talks between Nicholson and Brazilian Foreign Minister Ambassador Antonio Patriota will focus on strengthening cooperation between both countries in areas such as defence, air services and tax matters.

Nicholson, who is accompanied by a representative of the Jamaica Chamber of Commerce, is also scheduled to host a group of investors in the city of Sao Paulo, where he is expected make a major presentation on investment opportunities in Jamaica including the logistics hub.

A SENIOR minister of the Portia Simpson Miller-led Government has blasted the parliamentary opposition for its continued agitation against Trinidad and Tobago's trade practices.
A.J. Nicholson, the minister of foreign affairs and foreign trade and leader of government business in the Senate, yesterday said the country's

private sector should be focusing on large markets instead of griping.[/color]
"Stop quarrelling with Trinidad and Tobago. Port-of-Spain is about their business. We are suppose to be about our business," Nicholson said.
He was contributing to a debate on a motion brought by his opposition counterpart,Dr Christopher Tufton, which calls for the implementation of strategies to spur economic growth.[/color]
Although the issue was not raised by Tufton yesterday, the Opposition as well as members of the private sector have accused Trinidad of breaching the Treaty of Chaguaramas, which gives effect to CARICOM. Trinidad has been accused of passing on subsidised fuel to its manufacturers; exporting goods to Jamaica which were not manufactured by them, yet benefiting under the common external tariff; and erecting barriers to Jamaican goods entering its markets.[/color]
CONSTANTLY QUARRELLING
"This thing about quarrelling with Trinidad everyday has to stop. Your opposition spokesman on commerce, every time he gets up to speak, [he is] quarrelling with Trinidad," Nicholson said.
The foreign affairs minister said Jamaica should seek to take advantage of other markets, noting there is rich potential in other areas. He pointed to the entry of GraceKennedy and Jamaica Broilers into Haiti.
"Haiti next door has eight million people. Trinidad has one point something million people. They are about their business. You have the Dominican Republic next door with a whole lot of people," Nicholson said.[/color]
The minister noted that South-South cooperation, a principle embraced by Jamaica, offers significant trade potential.[/color]

Port Divestment Proceeds To Dredge Kingston Harbour

The Port Authority of Jamaica

is pushing for speedy divestment of the Kingston Container Terminal (KCT) partly because it plans to use the proceeds as financing for dredging the Kingston ]Harbour
The dredging is seen as critical to accommodating larger ships when thePanama Canal expansion is completed.[/color]
The Port [COLOR=Authority is finalising studies on the scope of work and financing required to undertake the dredging project.[/color]
"What has held us up," said vice-president for business development at the Port Authority, Edmond Marsh, is consideration of how to finance the harbour project.
The KCT requests for proposals have been issued, said Marsh, who addressed a forum hosted by University of Technology on the plans for the creation of a global logistics hub in Jamaica
Responding to sceptics as to whether the harbour project will be completed in time for the opening of the Panama Canal in early 2015, Marsh said he has been assured by the Port Authority's engineering department that it will be done on time.[/color]
Without the dredging "we can forget about it," he said, referring to Jamaica benefiting from larger volumes of cargo expected to be transported by Post-Panamax vessels passing through the expanded Panama Canal.
"Big ships will displace smaller ones and big ships reinforce the hub-and-spoke pattern of shipping favouring mega trans-shipment hub ports," he said.
Consequently, Jamaica will require deeper draughts and longer berths, he added.
Marsh pointed out that although Kingston will compete with what he described as the Caribbean trans-shipment triangle, its strategic geographic position allows Kingston to act as a hub for southern and eastern United States ports that are draught-restricted.
However, regional threats include the Caucedo Port in the Dominican Republic, Cartagena in Colombia, Balboa in Panama and Manzanilo International Terminal, Panama.
Divestment of the Kingston Container Terminal was first raised by then Prime Minister Bruce Golding in February 2009. The Port Authority in May 2009, and again in June 2011, issued consultancy contracts to PricewaterhouseCoopers totalling US$3.8 million under the privatisation plan.
In January this year, the Government named former Bank of Jamaica Governor Derick Latibeaudiere as chair of an enterprise team for the privatisation of the port.
However, efforts by the Financial Gleaner since last week to reach Latibeaudiere have been unsuccessful.
