Seriously though, since the property is obviously abandoned by the owner(s), is there nothing in the KSAC rule book that allows for the structure to be destroyed?

...or ownership fall to the city or state (for real estate tax lien or management lien - upkeep of property/keeping up to code)? ...property refurbished or sold as is to bring some funds into the public coffers? ...a lottery? ...possible with salary cap provision to assist on having some access to home ownership to the qualified? ...must be regular coming onto the delinquent lax roll a few of these properties year on year???? Right?
