Ontario's Ministry of Education has reached a settlement with the province's human rights commission, agreeing to change its zero-tolerance approach to delinquent students.
The agreement comes nearly two years after a complaint was first launched on behalf of students by the Ontario Human Rights Commission alleging the strict safe schools policy was having a "disproportionate impact on racial-minority students and students with disabilities."
The controversial safe schools policy has been criticized for its strict approach to disciplining students with suspensions and expulsions.
Under the settlement reached Tuesday, the ministry has agreed that the idea of "zero tolerance" has no place in school policies.
Education Minister Kathleen Wynne said the ministry will introduce changes to the safe schools provision of the Education Act that will involve a kinder, gentler approach to dealing with troubled students.
"What we're looking for is discipline that fits the incident and the behaviour," Wynne said.
Human Rights Commissioner Barbara Hall said the settlement is a good step toward addressing concerns, proving schools can be safe, fair and equitable for all students.
Under the settlement, the ministry has agreed to hold public consultations on changes to the safe schools policy and review the policy with a team that includes members of non-white and disabled communities.
The words "zero tolerance" will be removed from all ministry documents and schools will be informed that mitigating factors should be considered before a student is expelled or suspended.

      Good to hear.

I agree zero tolerance across the board is bad and lazy policy. That is how you get situations like the A student who was expelled and arrested for mixing chemicals that exploded. The punishment must fit the violation.

This change was a result of black parents and their representatives advocating for what I described. This is/was a PR exercise and unless you aggressively advocate dog nyam you suppa. If you want to know more about what is actually going on I can tell you.

to be fair it all parents not just black. Kids got susppended form schools not from education. So what happen as a results was a kid kicked out of one school and now attended alternative schools. Now thing about it imagine a bunch of so call trouble makes in one school.. its a dead end .. it failed in more way than one.. But different from the topic.. Jamaican schools has a unwritten policy that says the princiapal can do what they want and i dont think it is written anywhere and if challenge in court would fail.

Inna my days, the Jesuits dem would pull dat cyard long time and force the Ministry fi back down.

I don't think that is always the case. For one when know some friend who got expelled from Titchfield went on to other schools like St.Mary's high after parents plead and beg for another chance. Student more than likely is on the principal's watch list.

Alternative school can be a success if you have the right staff and program in place. It can take the kids out of the current environment they are in and give them a chance. The problem is "we" just say a "bad kids" and that we includes the education system.
