Yes the schools can be a shelter from the chaos going on in students home and community and in that way have a big influence on individual lives, but a public school system by itself cannot transform a community. They are just not equipped for that.
The people at Harlem Childrens Zone are trying a cradle-to-college approach, meeting and training parents from the time they are pregnant and staying with them, providing many social services for the community they serve. They have had some success but it is taking millions and millions of dollars. Only time will tell if it will be enough to transform Harlem in any permanent way.
