    South West St Catherine Member of Parliament, Everald Warmington, has charged that it is illegal for the police to prosecute persons for traffic breaches on the country’s toll roads.

    Speaking in parliament this afternoon, Warmington said the toll roads are private and cannot be gazetted as public thoroughfares.

    He says by virtue of that fact, the police have no legal right to issue tickets on roads such as Highway 2000.

    Warmington has vowed to challenge in court any such prosecution against him on the toll roads.

    Responding to the charge, Transport Minister, Dr. Omar Davies, said he would have to be briefed on the legality of prosecuting persons on the highway for traffic offences.

    The discussion arose after Davies moved a motion to allow for the use of tyre shredders on slip roads leading onto the highway to prevent motorists going in the wrong direction to avoid paying the toll.

    The practice by some motorists has resulted in loss of life as a result of crashes.

    I always felt this way for the same reason he gave.

    In fact, I thought we would have had members of the French Foreign Legion monitor the highway and give tickets where necessary.

    This could be reduced if they put up signs saying "Last Exit Before Toll" as they do in the USA. I have phoned them about that and they put my suggestion in File 13, clearly.

      what I want to know is why is Warmington the only one who can find these illegal acts? What is wrong with the rest of politicians and legislators?

        And that is what I like about Warmie. He is not a slave of the crown. Must be his days in the US that has made him more eager than most to defend the rights of the people of Jamaica, even while being wrenk to a large cross section of them, and not the crown.

          yes he is wrenk but he is not afraid to say what he has to say especially if he think it is right. His straightforwardness and rudeness make him the enemy but I if you look in most cases his argument has sound foundation.

          We need more like him without the rudeness but people who are willing to stand firm.

            No! It's not his straightforwardness that makes him the enemy. Just his rudeness.

              The man is an idiot straight. When he was an american and lived here could he cross the white stone without his vehicle having proper registration (port authority police would ah deal wid him case). I thought it was tax payer money that was servicing the loan that built highway 2000. He should really name the private individual or entity that owns the highway. This is why Ja will remain a corrupted society; everyone wants to get over.


              These loans that the govt takes out will ruin Ja because the people are low on skills hence the island cannot produce to get out of these loans.

              When the govt. wants to build a two hundred room hotel where does it source the capital? Is it via the flotation of bonds?(in short getting from your own people) No they source it from lenders abroad.now this has to be paid back with interest. Now guess who has to pay it back? Yes Taxpayers, these same poor people you see walking the streets of Ja everyday. Now apply to roads, bridges et al and the result is the same.

                    he is dead wrong. the 407 highway in toronto is private you can still get tickets if you speed and all aspect of the public owned roads.. not only is he wrong he is reckless to say that to the public.

                      Could it not depend on the legislation you have in toronto???? How many private roads you know police can give tickets on???? If there is no legislation to say police can give ticket on private road in Jamaica, he maybe 100% right.

                      It is up to the government to legislate it. What other private road has police given ticket on in Ja?

                          There first has to be a Law.. think about it..

                          A vehicle moving at a certain speed is not in and of itself illegal...
