This one is sizing up to be explosive,the mere mentioning of the Mexican link suggests they are going to make sure it figures in the equation,that link would have replaced Yard yet that apparently wasn't the case.
My guess is the person being investigated in NY is BIG enough to parade before TV cameras but too small to justify this investigation that has a murderer(They likely know who did it and have 24-7 surveillance on him)enjoying whatever little time he has of freedom.

You have point, old style shower posse hit would involve 3 shots hits to the head or a shower of bullets. Maybe the modern US posse shotta is more situation aware? A shower of bullets in Mid Town Manhattan would have invoked a massive anti terrorism response.
