Experts are suggesting that businesses along the Kingston Harbour could have suffered significant damage during the recent passage of Hurricane Sandy were it not for the US multimillion-dollar protection and rehabilitation projection being undertaken along the Palisadoes main road in Kingston.

"Without this protective work, it is likely that the waves would have overshot the roadway into the harbour and it would have disturbed or destroyed all of the shoreline that you see there - (Carib) Cement Company, Flour Mills, Jamaica Public Service Company (JPS) (would have been affected).

"The infrastructure on that side of the harbour is not constructed to withstand those kinds of waves," director of regional implementation and special projects at the National Works Agency, George Knight, said yesterday while on a tour of the project.

      Project worth the cost

With this in mind, state minister in the Ministry of Transport and Works, Richard Azan, who was also among the touring party yesterday, tipped his hat to contractor company, China Harbour Engineering Company (CHEC), adding that the performance of the project during the hurricane has proven that it was worth every dollar spent.

"I am satisfied that we have gotten quality work, I don't think that we can complain with the type of work here. For the job to stick up to what it was planned for, I think it is a credit to those who work here on the project," Azan said.

"The argument about there being water coming through the rocks (during the hurricane), there was no truth in that. I was satisfied when I visited that the flow of water that was on the road was not much and it was running quite freely," he said.

"What we are protecting against is the waves from the open seaside to get into the harbour, the revetment that we have here will break the waves, preventing it from getting into the harbour."

Last week, former NWA CEO, Patrick Wong, told The Gleaner that Jamaica's eastern shoreline could have suffered a fate similar to New York and New Jersey in the United States, if it were not for the incomplete shoreline project.

Wong suggested that Hurricane Sandy followed the worst possible path for Kingston with the creation of massive storm surges.

"The Palisadoes shoreline work has turned out to be an extremely important project for Kingston and its environs," Wong said.

I think it's a stretch to make some of those conclusions. How many huge storm surges were there??? How did the rest of St Thomas fare? Places like Cow Bay where it's a 45 deg drop off?
