On the surface seems reasonable.
In many cases...I believe in most cases collection of outstanding taxes would drive the 'poor' found in that lot into 'being mental never-never land'!
In any system where collection of taxes have been at fault for years the majority in default fall - directly or indirectly - within what is termed "the masses".
E.g. ...think of the family that just 'threw up' the family home without paying the necessary fees. ...the transfer of land without registration of same and payment of necessary fees... remittance of outstanding sales taxes by the 'likle' 'businessman/businesswomen' - think the village 'lean-tuh shopkeeper' ...and on and on...
...terrible as it seems...unsettling as it seems...adjusting to full compliance on tax obligation will disrupt some lives...
...appreciable numbers of lives in our JA? Likely!!!

and just how do you decide it is unpayable? Yet someone may owe you tax for the last 2 years and it maybe less that what was owed for the last 15 years yet you go and dig down their place, regardless if they are making profit or lost.
Someone have 10 years of taxes owed on the books can get their wipe off and the man next door who struggling to pay his taxes can't get a bly, just because he is been responsible?
Where do we draw the line? Now with the Ex-Pat thing, we doing the same job and I am paying taxes because I am Jamaican? He doesn't pay because he is foriegner? What is the incentive to Jamaican professionals?

it much better you cut the rate. You don't see my gripe when government and tax admin can choose to give their favorite people a reprieve while so many others struggle on. I bet they will not publish a list of those names as they should and why each one in uncollectable.
Is tax uncollectable as it is not paid?
Is it uncollectable because they can't find individuals?
Is it uncollectable when the person has collaterals which can put lien on?
What are effort made to collect those taxes?
You buy in too easily. Watch the politcal favours involved in this.
